GOLIAD — The Goliad City Council is scheduled to review the proposed 2026-27 budget, discuss a possible electric vehicle charging station and consider a property plat when it meets Tuesday, Aug. 25.

The council will meet at 6 p.m. at Goliad City Hall, 152 W. End Street.

Finance Officer Shana Windham is scheduled to lead a discussion on the proposed 2026-27 budget. The agenda does not call for final adoption of the budget at Tuesday’s meeting.

A taxpayer impact statement attached to the agenda says the city’s proposed budget and tax rate would result in an estimated property tax bill of $1,688.46 on a median-valued homestead of $112,793. The current estimated tax bill on that property is $1,690.09.

If the city instead adopted a balanced budget funded at the no-new-revenue tax rate, the estimated tax bill on the same property would be $1,834.31, according to the statement. The city intends to adopt its budget on or before Sept. 30.

Charging station discussion

Council members may also discuss and take possible action involving a vehicle charging station. The agenda lists Jimmy Garcia in connection with the item but provides no additional details about the proposed station, including a possible location or cost.

Economic Development Corporation updates are also scheduled under staff reports and discussion items.

Property plat, conference

Among the council’s formal action items is consideration of a plat for property at 344 W. High Street.

The council will also consider an item involving the Texas Municipal League Conference in Portland on Sept. 17.

The consent agenda includes approval of minutes from the Aug. 11 council meeting.

Before regular business, the city is scheduled to issue proclamations honoring Bum Phillips and Georgia Baffalion. The agenda also provides time for citizen comments.

Executive session possible

The council may enter executive session for consultation with City Attorney Thomas A. Gwosdz, real estate matters, personnel matters or economic development negotiations.

The economic development provision allows the council to privately discuss possible financial or other incentives for a business prospect seeking to locate, remain or expand in or near Goliad.

Any action resulting from the closed session would have to be taken after the council reconvenes in open session.
