Former R-FISD teacher indicted for alleged improper educator-student relationship

ROCKPORT — Former Rockport-Fulton High School teacher and former Aransas County Navigation District executive director Josh Nguyen was arrested on Aug. 20, roughly two weeks after being indicted on four felony counts involving an alleged improper relationship with a student.

An Aransas County grand jury returned the indictment on Aug. 6. Nguyen, 42, is charged with four second-degree felony counts of improper relationship between an educator and a student.

The indictment alleges Nguyen engaged in two counts of sexual intercourse with an enrolled Rockport-Fulton High School student, identified in court documents as DW, on or about May 5, 2025, and May 12, 2025.

The document further alleges two counts of sexual contact with the same student. Count three alleges Nguyen improperly touched the student with his hand on or about May 5, 2025, with the intent to arouse or gratify sexual desire. Count four alleges he touched the student's breast on or about Sept. 10, 2025.

Bail on the first count was set at $50,000. The court set personal recognizance bonds of $500 for each of the remaining three counts. Nguyen was arrested and booked into the Aransas County Jail on Aug. 20, according to online jail records, and was later released.

The charges follow a prior arrest in December 2025, when the Rockport Police Department charged Nguyen with sexual assault of a child and improper relationship between an educator and a student. Following that arrest, Nguyen was placed on administrative leave from his position as executive director of the Aransas County Navigation District. The navigation district board of commissioners subsequently voted to terminate his employment effective May 1, 2026.

Nguyen taught maritime science at Rockport-Fulton High School from 2022 until separating from the school district in September 2025. In May 2026, a civil lawsuit was filed in Aransas County district court against Nguyen, his two brothers, and the school district regarding the alleged abuse. He also served as the director of the Texas Coastal Academy.

Also on Aug. 20, Josh Nguyen’s brother Brandon Lee was arrested and charged with possession of prohibited/illegal material involving a child under 18 years old. No bond was set and he was released on Aug. 21. Brandon Lee Nguyen is also named in the civil lawsuit that was filed in Aransas County district court in May.
